Description

The US Army Corps of Engineers Wilmington District intends to utilize this Sources Sought Notice to identify potential qualified Small Business firms to establish a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) with a total MATOC IDIQ ceiling of an estimated $45,000,000.00. The Government intends to issue awards of approximately five (5) Indefinite Delivery Contract (IDC) awards as a result of this solicitation.

The awarded IDC's will support the Civil Works Program and Military Planning and Design programs for the US Army Corps of Engineers, Wilmington District. Work will be Architect-Engineering (AE) services that will include, but are not limited: advice/advisory consultation, design services the associated production of detailed plans and specifications, all phases of Planning, Engineering, Design, and Construction, and technical services during construction or installation in support of both Civil Works and Military programs. The primary geographic area covered by this contract encompasses the area of responsibility of the US Army Corps of Engineers Wilmington District which principally includes North Carolina and Virginia. However, contract task orders may be placed for requirements in support of CESAW missions outside of the typical AOR, and other USACE/DoD facilities nationwide.

Background
The U.S. Army Corps of Engineers Wilmington District is seeking to identify qualified Small Business firms for a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) with an estimated total ceiling of $45,000,000.

This initiative aims to support the Civil Works Program and Military Planning and Design programs. The contract will facilitate the provision of Architect-Engineering (AE) services necessary for various projects within the district's area of responsibility, primarily covering North Carolina and Virginia.

Work Details
The awarded contracts will encompass a range of Architect-Engineering (AE) services, including but not limited to: advice/advisory consultation; design services; production of detailed plans and specifications; all phases of Planning, Engineering, Design, and Construction; and technical services during construction or installation.

Specific tasks may include independent design review services, military program task orders involving charrettes and master planning, preparation of project definition documents, feasibility studies, technical portions of Design-Build and Design-Bid-Build solicitations, full designs including construction plans and specifications, design analyses and cost estimates, commissioning, and construction phase services. Projects may involve new Military Construction (MILCON), renovation/repair projects, Sustainment Restoration and Maintenance (SRM), engineering studies for Civil Works programs including dams and flood damage reduction efforts.

Period of Performance
The duration of the resulting contracts will include a one-year base ordering period followed by four optional one-year periods. An additional six-month option may be exercised under Clause or until the contract limit is reached.

Place of Performance
The primary geographic area for performance includes North Carolina and Virginia; however, task orders may also be issued for requirements supporting CESAW missions outside this area as well as other USACE/DoD facilities nationwide.
