SLII Experience Participant Kits

Background
The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), Office of Contracting, proposes to enter into a contract on behalf of USCIS Office of Human Capital and Training (HCT). USCIS requires 288 SLX course material and participation kits from Blanchard Training and Development, Inc., to be distributed to USCIS managers who enroll in the Situational Leadership course through the Advanced Leadership Development Seminar (ALDS). Previously this course was taught by an outside vendor, at a price exceeding instance. USCIS has made the investment to have several USCIS Leadership Development Program (LDP) members of faculty become Blanchard-certified instructors so that the course could be taught by USCIS without incurring the cost of a contracted instructor each time. The trainer agreement that USCIS signed with Blanchard Training and Development, Inc. states that all future students taught by Blanchard-certified instructors must receive their own original copy of the SLX course material and that SLX course material cannot be copied, duplicated or re-used in any way. USCIS must utilize the Blanchard Training and Development, Inc. course material to avoid copyright infringement on courses taught by Blanchard-certified instructors.

Work Details
HCT requests to procure training materials for Situational Leadership II Experience (SLX) from Blanchard Training and Development, Inc. The proposed procurement will utilize simplified acquisition procedures and will be awarded on a non-competitive basis due to urgent and compelling circumstances. The training materials are specific to the course being taught and no other brand materials can be procured to fulfill this requirement. The required supplies or service must be compatible in all aspects with existing systems or equipment, and the source is uniquely qualified to meet the requirement.
