DESCRIPTION

This is a Sources Sought Notice to identify Architectural and Engineering (A&E) firms to provide professional services for the Critical Utilities Infrastructure Revitalization (CUIR), Subproject 1. This is not a solicitation for proposal or quotations and no award will be made from this Notice. Instead, the purpose of this sources sought notice is to identify interested vendors for the upcoming formal solicitation, tentatively planned to be released in Fall 2025.

BACKGROUND

The purpose of the Critical Utilities Infrastructure Revitalization (CUIR) Project is to modernize utility infrastructure to provide reliable and sustainable operations, enabling SLAC National Accelerator Laboratory (SLAC) to remain mission-ready and enhance the impact of Department of Energy (DOE) scientific programs. Select buildings and electrical infrastructure within the Master Substation located south of Sector 30 of SLAC's Linear Accelerator were installed in the 1960s as part of the original laboratory construction. These existing infrastructure require upgrades and replacement in order to support SLAC's science research today and in the future.

PLANNED SCOPE AND DESCRIPTION OF SERVICES

SLAC is seeking the services of a qualified Architectural & Engineering (A&E) design firm to complete the scope in the attached Statement of Work (SOW), which includes developing and providing a final design package, Issued for Construction (IFC) set of drawings and specifications, as well as construction cost and schedule estimates. The attached SOW includes the following base and optional scopes:

  • Base Scope Master Substation Expansion Professional Services
  • Optional Scope 1 230kV Transformer Replacement Professional Services
  • Optional Scope 2 Master Substation Expansion Construction Support
  • Optional Scope 3 230kV Transformer Replacement Construction Support

The draft SOW, draft Statement of Qualifications (SOQ) and relevant references are provided. These draft documents provided are subject to change. SLAC intends to issue a formal solicitation with final documents later based on responses from this Source Sought Notice.

SOURCES SOUGHT RESPONSE

Interested A&E firms with the skills and capability to complete the above scopes are invited to submit a written response to this Sources Sought Notice. Please provide the following information:

  1. Provide firm's name, year of establishment, ownership type (private, public, etc.).
  2. Provide firm's local office location within in the 10 bay area counties (Santa Clara County, San Mateo County, San Francisco County, Alameda County, Contra Costa County, Marin County, Napa County, Sonoma County, Solano County or Santa Cruz County). Include the local office address, main phone number and main email. Include the firm's DUNS number (DUNS number must be location specific).
  3. Provide primary Point-Of-Contact name, title, phone number (direct and mobile), email address.
  4. Provide a two-page capability statement presenting firm's services and a list of past project experience on electrical designs completed for a public agency located within the State of California.

Work Details
SLAC is seeking a qualified Architectural & Engineering (A&E) design firm to provide professional services for the Master Substation Expansion and related projects. The scope includes:
- Base Scope: Master Substation Expansion Professional Services, which involves developing a final design package, Issued for Construction (IFC) drawings, specifications, and construction cost estimates.
- Optional Scope 1: 230kV Transformer Replacement Professional Services, requiring operational transformers during replacement.
- Optional Scope 2: Master Substation Expansion Construction Support during the construction phase.
- Optional Scope 3: 230kV Transformer Replacement Construction Support. Specific tasks include site visits, design of new electrical components, coordination with SLAC, preparation of design submittals at various milestones (60%, 90%, and 100%), and participation in design reviews.

Period of Performance
The contract will be performed over multiple phases starting from December 2025 for the base scope, with subsequent optional scopes awarded based on completion timelines extending into late 2028.

Place of Performance
The work will be conducted at the SLAC National Accelerator Laboratory located in Menlo Park, California.
