Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) Enforcement is conducting market research for Skip Tracing and Process Serving. As part of its market research, ICE is issuing this RFI to determine the estimated number of interested vendors capable of meeting this requirement.

Background
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) Enforcement is conducting market research for Skip Tracing and Process Serving Services. This RFI aims to determine the estimated number of interested vendors capable of fulfilling the requirements. ICE has an immediate need for these services to verify alien address information, investigate alternative addresses, confirm new locations of aliens, and deliver materials/documents to aliens as necessary.

Work Details
The vendor will be responsible for the following tasks:

1. Verify alien address information using government-furnished case data with identifiable information.
2. Conduct enhanced location research, which includes automated and manual real-time skip tracing, extensive research on public records, social media, and search engines.
3. Provide a collection of photos and documents verifying the alien’s residence or place of employment.
4. Handle a caseload of approximately 10,000 aliens with potential increments of 10,000.
5. Deliver official government documents to verified locations for an additional fee as outlined in the incentive structure.

The vendor must ensure accurate address verification and provide new location data if the original address is incorrect.

Period of Performance
The contract is anticipated to have a base period of 12 months with four optional 12-month periods.

Place of Performance
The services will be performed in various geographic locations across the United States.
