The Skagit County Diking District No. 22 is seeking contractors to supply and deliver materials for emergency levee repairs in response to the December 2025 flood event in Western Washington. Work Details
Contractors are required to supply and deliver the following materials:
- Low Permeability Embankment Fill: 4,000 Tons
- Clay: 3,000 Tons
- Topsoil: 800 Tons
- 4”-8” Quarry Spalls: 200 Tons

Optional materials include an additional 1,000 Tons of Low Permeability Embankment Fill and 3,000 Tons of Clay. Deliveries must be made using Solo Dump Truck or Truck and Transfer methods near Fir Island, WA. The contractor must provide a minimum of 400 tons of material per day. - Clay: Soil classification (USCS) = CL; Plastic Limit PL= Minimum 14; Liquid Limit LL= Minimum 40; Plasticity Index Pl= Minimum 23.
- Sieve Size Percent passing by weight for Clay includes: 3/4” (95%), No. 4 (90%), No. 200 (≥60%).
- Low Permeability Embankment Fill specifications require that all sieve sizes pass as follows: 6” (100%), 3” (95-100%), #4 (100-75%).
- Topsoil must consist of a mixture of engineered soil and organic compost with specific gradation requirements.
