Background
The Military Sealift Command (MSC) is seeking to charter six U.S. flagged, Jones Act compliant tugs to provide harbor support services and ship handling in San Diego, CA.

The goal of this contract is to ensure the availability of tugs for various maritime operations, including towing, mooring, and emergency support services. This acquisition is conducted as full and open competition.

Work Details
The contractor will provide six time-chartered tugs for a firm period of 365 days with options for four additional periods totaling 59 months. The services include:
- Towing, twisting, mooring, berthing, docking, streaming, shifting, assisting, pulling, and escorting various vessel types.
- Transfers of pilots and government personnel by tug.
- Emergency support services for incidents such as weather threats, vessel aground situations, shipboard fires, oil spills, and search-and-rescue operations.
- Line handling and providing personnel to board a tow.
- Dockage and hotel services including electricity and water.
- Availability of tugs 24/7 with specified response times for service requests: 15 minutes for straight time requests and 4 hours for after-hours requests.

Period of Performance
The contract includes one firm period of 365 days starting from August 1, 2025, followed by four option periods: Option Period One (365 days), Option Period Two (366 days), Option Period Three (365 days), and Option Period Four (334 days), concluding on June 30, 2030.

Place of Performance
The primary place of performance will be in San Diego, CA and the surrounding navigable waters of San Diego Bay.
