The Mission and Installation Contracting Command-Installation Readiness Center on behalf of the Mission and Installation Contracting Command-Fort Belvoir, intends to issue a solicitation for a contractor to provide Roofing Services for the U.S. Army at Fort Belvoir, VA.
Description of Services: This acquisition requirement is for a Single Award Task Order (SATOC) Indefinite Delivery/Indefinite Quantity (ID/IQ) Roofing Services contract to support the Directorate of Public Works at Fort Belvoir, Virginia. While the majority of the work is within the cantonment area, performance requirements will be required at outlying training areas and operational facilities within Fort Belvoir's area of responsibility to include Fort Belvoir, VA, Fort A.P. Hill, VA, Joint Base Myer Henderson Hall, VA, Rivanna Station, VA, Arlington National Cemetery, VA, and Fort McNair, Washington, DC. The DPW's mission includes Sustainment, Restoration, and Modernization (SRM) of Fort Belvoir's real property facilities across the installation. The Roofing Services Single Award Task Order Contract (SATOC) will allow the DPW to execute a broad range of maintenance, repair, sustainment, and minor construction projects on real property at Fort Belvoir. During the contract period, the Government will identify roofing tasks required to complete each specific project. These tasks will include roof removal, installation, repair, sealing and or replacements to buildings. The current Fort Belvoir Roofing SATOC ID/IQ is in the final year of the five (5) year ordering period.

Solicitation: The Government anticipates a solicitation release date on or about October 2024, through the sam.gov website.
Requests for printed copies of the solicitation will not be accepted.
Contract type: A Firm Fixed-Price, Single Award Task Order (SATOC) Indefinite Delivery/Indefinite Quantity (ID/IQ) Roofing Services contract is anticipated, and award will be made to the offeror who provides a proposal that best meets the Government's requirement. All requirements, evaluation criteria, basis for award and proposal due date will be provided as part of the solicitation.
Period of Performance: The anticipated period of performance will consist of a 5-year ordering period and will include 52.217-8 Option to Extend Services. The anticipated full period of performance is 17 September 2025 16 September 2030.
Competition Status: This requirement will be a Competitive 8(a) small business set aside under NAICS Code 238160 Roofing Contractors with the size standard of $19,000,000.00.
Vendor Requirements: All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and must have completed Representations and Certifications through the System for Award Management (SAM) at https://sam.gov.
