Amendment 0003, 23 May 2022:

The purpose of this amendment is to extend the soliciation to 24 May 2022 at 10:00 A.M. EST. It has come to the Government's attention that technical issues has not allowed offerors to submit proposols through PIEE. Due to these technical issues, the governement will allow proposals to be submitted through PIEE and DOD SAFE.

Background
The solicitation pertains to a Firm Fixed Price (FFP) contract for construction services in The Kingdom of Saudi Arabia using a design-bid-build procurement process. The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM), has a requirement from the U.S. Air Force to construct site preparation and infrastructure within Ta’if, Saudi Arabia. The work also includes preparing an aggregate access road with vehicle gate, security fence around site perimeter, debris removal and disposal, grading for drainage, aggregate pads, and other necessary site preparations.
