The purpose of this Amendment #2 is to change the following elements of the Request for Proposal (RFP):

1) to provide the amended Performance Work Statement (PWS) with changes highlighted in yellow, including the updated projected contract Period of Performance (POP) (see attachment titled "A19_RFP_Amendment 2" for full details),
2) post the vendor Questions to the solicitation, with DOL responses (see attachment titled "Vendor Questions and Answers"),
3) provide a second opportunity for RFP questions. The due date for 2nd round of RFP questions is 08/08/2025, at 2:00pm (ET),
4) extend the closing date for this RFP. The solicitation due date/closing date is hereby changed from 08/08/2025, 2:00pm (ET) to 08/15/2025, 2:00pm (ET).

All other terms and conditions remain unchanged.

The purpose of this Amendment #1 is to extend the closing date for this Request for Proposal (RFP). This extension is allow the government additional time to response to vendor questions, subsequently extending the time allowed for vendor's to provide proposals in response to this RFP.

The solicitation due date/ closing date is hereby changed from 07/23/2025, 2:00pm (ET) to 08/08/2025, 2:00pm (ET).

More details regarding questions and answers, along with updated RFP documents will follow this amendment.

The U.S. Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE) anticipates competitively awarding a Labor-Hour contract, on behalf of the Office of the Office of Workers' Compensation Programs (OWCP), Division of Energy Employees Occupational Illness Compensation (DEEOIC) intends to award, under this solicitation, a single Labor-Hour contract for Site Exposure Matrices (SEM) Scientific and Technical Services.

All questions must be submitted in writing to the Contracting Officer, Emily Pyatigorsky at Pyatigorsky.Emily@dol.gov (with carbon copy to Bost.Geopardi.G@DOL.gov) no later than Friday, 07/11/2025 at 4:00PM ET, by utilizing Attachment 1 Vendor Questions Template.

Background
The U.S. Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE) is planning to award a single Labor-Hour contract for Site Exposure Matrices (SEM) Scientific and Technical Services on behalf of the Office of Workers’ Compensation Programs (OWCP), specifically the Division of Energy Employees Occupational Illness Compensation (DEEOIC).

The goal of this contract is to maintain and enhance the SEM database, which contains critical information regarding toxic substances at major Department of Energy (DOE) facilities and uranium sites.

Work Details
The contractor will be responsible for several key tasks:
1. **SEM Database Maintenance**: Regular updates and maintenance of the SEM database, ensuring it remains current with DOE operations.
2. **Research into DOE Collections**: Conducting research on toxic substance use at DOE facilities, including site visits to gather necessary records.

The anticipated period of performance includes one base period of 12 months from September 22, 2025, to September 21, 2026, followed by four option periods each lasting 12 months.

The contract will be performed at various locations across the United States, particularly at DOE sites.
