Single Touchpoint Use Cases 1 & 2 for Revenue Collections Management (RCM)

The Department of the Treasury, Bureau of the Fiscal Service (Fiscal Service), on behalf of the Office of Revenue Collections Management (RCM), has made a limited-sources award to Booz Allen Hamilton, 8283 Greensboro Dr., McLean, VA 22102-3830 for a BPA call against their GSA Schedule GS-35F-386DA under Fiscal Service's multiple award OneARC Strategic Support Services (OSSS) BPA. This award is for professional services in support of RCM's Single Touchpoint Use Cases 1 & 2.

Booz Allen Hamilton is the only vendor that has the specific systems, services, and environments accesses along with highly valued technical knowledge necessary to provide specialized support services for the requirement of bringing in, converting, transmitting, and storing the new ISO 20022 international payments messaging standard file type to RCM. There are 13 systems, services, and environments involved in this work, and seven of these require very specific credentials for access. The ownership of these systems, services, and environments are spread among RCM, ISS, and external Fiscal Agents and Financial Agents. Specifically, the Treasury Web Application Infrastructure (TWAI) environment has been retired and new users have not been granted access since November 2020 due to this system's phasing out. Therefore, a limited-sources award is considered to be in the Government's best interest of economy and efficiency and is authorized.
