Single Point of Entry (SPOE) Transformation

The Naval Information Warfare Systems Command (NAVWAR), in support of the Sea Warrior Program (PMW 240), awarded a sole source contract to Katmai Management Services, LLC, at 11001 O'Malley Centre Drive, Anchorage, Alaska, 99515-3096. This contract was awarded to an 8(a) Alaska Native Corporation (ANC) in accordance with Section 8(a) of the Small Business Act (15 U.S.C. 637(a)), Federal Acquisition Regulation (FAR) Subpart 19.8, and the Partnership Agreement (PA) between the Small Business Administration (SBA) and the Department of Defense (DoD), dated 7 January 2013, per Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 219.8 and DFARS Procedures, Guidance, and Information (PGI) 219.8. This contract is in support of the development, modernization, and sustainment of the SPOE capability. SPOE is an integrated, unified capability that includes My Navy Portal (MNP), mobility applications, integration with Customer Relationship Management (CRM), and Identity, Credential, and Access Management (ICAM) functionality. SPOE consolidates the Navy's Human Resources (HR) portals, knowledge, and applications into a single and simplified user experience.
