Naval Facilities Engineering Systems Command Northwest (NAVFAC NW) is seeking qualified, experienced sources capable of performing the design and construction for repairs and upgrades of an existing three-story concrete structure to correct building and code deficiencies and reconfigures and updates the existing bedroom modules with amenities and finishes identified in UFC 4-721-10 Navy and Marine Corps Bachelor Housing. Specific repairs will include Seismic Upgrades, Exterior Enclosure, Roof, Interior, Plumbing, Electrical, HVAC, Fire Protection, Site Work, and master utility controls.

The place of performance is Naval Air Station Whidbey Island, Oak Harbor, Washington.

The resultant prime contractor requires experience in design and construction for similar types of structures. The prime contractor will also demonstrate a successful safety record, a small business subcontracting plan if a large business, and relevant past performance.

Capable firms must be able to perform both design and construction efforts, in order to renovate a Bachelor Enlisted Quarters (BEQ) 13, Building 2701, on Naval Air Station Whidbey Island, Oak Harbor, Washington.

This resultant design build project will be a competitive, firm-fixed price, design-build contract. The Government intends to issue a solicitation; however the results and analysis of this market research will finalize the determination of the procurement method. The determination of whether to use a set-aside decision will depend upon the capabilities of the responses to this sources sought announcement.

The estimated cost of construction is $25M and $100M.

The estimated duration of this resultant project is approximately 850-900 days.

The type of solicitation to be issued will be a single phase Design-Build Request For Proposal. Anticipated solicitation issuance date is around October or November 2021.
