This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI or attending the virtual meetings.USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories.

The anticipated start date is 01 April 2023: with a potential one month transition starting 01 March 2023.

Background
The United States Transportation Command (USTRANSCOM) requires contractor-provided IT services, systems engineering, software development, functional and production support to sustain and enhance its Single Mobility System (SMS) and Coalition Mobility System (CMS).
SMS is the primary automated C2 system for planning, tracking and executing mobility missions by integrating data from multiple feeder systems.
CMS provides visibility and coordination of coalition logistics movements (air, sea, road, rail) and interfaces with SMS.
This effort will replace the incumbent contract (HTC711-18-F-D091) and support USTRANSCOM’s global mission to manage Department of Defense cargo and personnel movements.

Work Details
• Provide an SMS Agile Development Team of at least five (5) full-time equivalents (FTEs) with appropriate technical skill sets (e.g., Senior Developer, Developer) in two-month increments to execute product owner-defined scope.
• Optional: Provide a CMS Agile Development Team of at least two (2) FTEs with appropriate technical skill sets (e.g., Expert Developer, Senior Developer) in two-month increments.
• Agile Requirements Elaboration: conduct initial backlog grooming, decompose epics into user stories, populate and prioritize the product backlog, facilitate stakeholder briefings and build-planning sessions, execute sprint planning and reviews, maintain all requirements in the approved Requirements Management Tool (RMT) under change control with full traceability to design items, test cases and results.
• Release Artifact Requirements: update all software release documentation including user manuals, online help pages, training videos, business rules, model logic, data dictionary; deliver updated System Administrator’s Manuals covering installation, configuration, maintenance, network topology, error recovery and troubleshooting; provide all source code, compiled code, test code and data, and Data Accession Lists for any contractor-generated data.
• Conduct formal technical development and functional reviews throughout the task order period.
• Provide Essential Contractor Personnel List within 20 business days of award and deliver a Service Delivery Summary with performance metrics.
• Meet defined performance objectives and thresholds for SMS and CMS, including 100% pass rate on security scans, 99.5% SMS system availability (97.7% for CMS), timely delivery of security documentation, global operations support, account management, help desk response times, and cyber-incident reporting.
• Maintain agile development and developmental test environments isolated from all other networks; use military network connectivity for task deliverables.
• Conform to USTRANSCOM hours of operation (0730-1630 CST, Mon-Fri); support up to 24/7 contingency operations as needed.
• Coordinate and perform contractor travel (CONUS and OCONUS) for meetings, site visits and conferences; submit written travel requests with cost estimates and three competitive quotes.
• Manage other direct costs (ODCs) for software, domain fees and cloud expenses with COR validation and prior written approval.

Period of Performance
Base period of six months from 1 April 2023 to 30 September 2023, followed by four sequential 12-month option periods: 1 October 2023–30 September 2024, 1 October 2024–30 September 2025, 1 October 2025–30 September 2026, and 1 October 2026–30 September 2027.

Place of Performance
Primary performance at approved contractor facilities and at USTRANSCOM headquarters, Scott Air Force Base, IL; occasional attendance at meetings and briefings on-site at Scott AFB, IL as required.

Bidder Requirements
• Set-aside: Service-Disabled Veteran-Owned Small Business (SDVOSB) under GSA IT Professional Services MAS (SIN 54151S).
• Provide key personnel: minimum of five FTEs for SMS (and two for optional CMS) with skills such as Senior Developer, Expert Developer, and other specified technical roles.
• Security: personnel must be able to obtain and maintain SECRET clearance, sign Non-Disclosure Agreements, and access classified and unclassified areas and networks.
• Technical environment: maintain a physically and logically isolated development and test environment; demonstrate capability to use Department of Defense military network connectivity.
• Staffing and management: submit Essential Contractor Personnel list within 20 business days of award and assign a Program Manager.
• Travel capability: ability to coordinate and execute domestic and international travel per Federal Travel Regulations.
• Financial management: manage Other Direct Costs with documented quotes and invoices; adhere to contract funding limits and COR approval processes.
