Background
The Department of Housing and Urban Development (HUD) is seeking to acquire a business intelligence platform known as the Single Family Data Analysis and Reporting Tool (SF-DART). This platform will support the storage of both current and historical data, enabling customizable data analytics and reporting related to the servicing of FHA-insured mortgages.

The Office of Single Family Asset Management (OSFAM) within HUD is responsible for developing policies for mortgage servicing, claims, and property disposition to assist homeowners in avoiding foreclosure while mitigating losses to the Mutual Mortgage Insurance Fund (MMIF). The SF-DART system is crucial for managing day-to-day operations, monitoring loan servicing activities, and evaluating risk to the MMIF.

Work Details
The contractor will provide a range of services including:
- Transition In: Ensure a smooth transition from the incumbent contractor by familiarizing with existing systems and processes.
- Project Management, Support, and Reporting: Develop comprehensive project plans including Implementation Plan (IP), Management Work Plan (MWP), Continuity of Operations Plan (COOP), and Configuration Management Plan.
- Data Analytic and Reporting Services: Transform raw data into actionable information through a user-friendly interface.
- Servicer Performance – Tier Ranking Systems II (TRS II): Implement systems for evaluating servicer performance.
- Training: Conduct training sessions covering system functionality and workflows. Provide training materials including User Manuals and Quick Reference Guides.
- Help Desk Support: Offer optional help desk services for user assistance.
- System Information Technology: Maintain compliance with HUD IT infrastructure requirements throughout the contract period.

Period of Performance
The contract will have one base period of 12 months with four additional 12-month option periods.
