To provide Base Operations Support (BOS) Services at various locations within the Republic of Singapore, including Point of Singapore Authority (PSA) Sembawang, Changi Naval Base (CNB), Paya Lebar Air Base (PLAB) by this performance-based contract.

The Contractor shall submit all volumes of its proposal electronically using Procurement Integrated Enterprise Environment (PIEE) Solicitation Module at the website.

The purpose of Amendment 0001 was to incorporate revisions to the solicitation.

The purpose of Amendment 0002 is to incorporate revisions to the solicitation: (1) Replace Annex 0100000, 1501000, and 1700000; (2) Replace attachments JL-4 and JL-5 in their entirety; and (3) Revise and replace Sections A, C, L and M. Proposal due date remains unchanged: 15 Aug 2023 at 12:00 PM Hawaii Standard Time (HST).

The purpose of Amendment 0003 is to incorporate revisions to the solicitation: (1) Extend proposal due date from 15 August 2023 to 31 August 2023 (2) Replace Annex attachments 0200000, 1401000, 1501000, 1502000, 1503020, 1503050, 1606001 and 1700000; (3) Provide Excel format of Annex 1502000 Facility Investment, Attachments J-1502000-15 and J-1502000-16 (4) Replace attachments Exhibits A-L ELIN, JB-1 and JB-2 in their entirety; and (5) Revise and replace Sections J and L. (5) Incorporate Attachment JL-9, Questions and Answers.

The purpose of Amendment 0004 is to incorporate revisions to the solicitation: (1) Replace Annex attachments in 0200000, 0501050, 0501070, 1501000, 1502000, 1503030, 1606001, 1800000; (2) Replace attachments Exhibits A-L ELIN, JB-1, JC-2, and JL-5 in their entirety; (3) Revise and replace Section A, B, and H; and (4) Provide responses to attachment JL-9 for questions 4-6, 13, 19-20, 45, 74-103. This amendment answers all the questions.

The purpose of Amendment 0005 is to incorporate revisions to the solicitation: (1) Proposal due date is unchanged, however the time has changed: 31 Aug 2023 at 2:00 PM Hawaii Standard Time (HST); (2) Replace Annex attachments in 0200000; (3) Replace attachments Exhibits A-L ELIN and JL-4 Corporate Experience; (4) Revise and replace Section F; and (5) Provide responses to attachment JL-9 for questions 41 (revised) and 104-107. This amendment answers all the questions.

The purpose of Amendment 0006 is to provide response to attachment JL-9 for question 108. This amendment answers all the questions. Please continue to monitor SAM.gov and PIEE for any updates to this solicitation. Changes to the solicitation can only be made by the issuance of amendments.

Background
This solicitation seeks a contractor to provide performance-based Base Operations Support (BOS) services at various locations within the Republic of Singapore, including Point of Singapore Authority (PSA) Sembawang, Changi Naval Base (CNB), and Paya Lebar Air Base (PLAB).

The contract will support operational requirements of U.S. Naval Facilities in Singapore by delivering a full range of base support functions.

Work Details
Perform Base Operations Support services as detailed in the Performance Work Statement (PWS) Attachments JC-1 and Annexes 1-18, including facility investment, custodial, environmental, grounds maintenance, utilities management, transportation, logistics, emergency services, and other support functions.

For Integrated Solid Waste Management (Annex 1503030):
- Provide all labor, management, supervision, tools, materials, and equipment required to perform refuse collection, disposal, and recycling services in accordance with DOD Overseas Environmental Baseline Guidance Document, NRS Integrated Solid Waste Management Plan, and OPNAVINST 5090 series.
- Ensure refuse and recyclables are properly collected and disposed consistent with ISWM Service Level Standards.
- Schedule pickups to prevent container overflow.
- Maintain qualified workforce and management personnel.
- Submit monthly receipts for recycled materials revenue and individual weight tickets for non-recyclable disposal with detailed tonnage and container data.
- Obtain and submit disposal permits and approvals for Government of Singapore landfill or incinerator facilities.
- Operate collection services Monday–Friday 0730–1630 and Saturday 0730–1130, with kitchen waste collections daily including weekends and holidays.
- Perform any non-recurring work as specified.

Period of Performance
From contract award through completion of the base period, all option periods, any extension of services, and demobilization as specified in the solicitation schedule (mobilization, base, option years, extensions, and demobilization).

Place of Performance
Republic of Singapore: PSA Sembawang, Changi Naval Base (CNB), and Paya Lebar Air Base (PLAB).

Bidder Requirements
Offerors must comply with the following requirements:
- Register and submit proposals electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.
- Submit DD Form 254 due to potential handling of classified documents.
- Provide personnel with required certifications, training, and licensing for integrated solid waste management.
- Ensure management personnel possess a minimum of two years’ experience in solid waste collection and familiarity with Singapore recycling requirements.
- Obtain and maintain all necessary Government of Singapore disposal permits and licenses for landfill/incinerator use.
