Simunition Marking Cartridges

Background
The Department of Homeland Security (DHS), Customs and Border Protection (CBP) requires simulation marking and non-marking cartridges, blank cartridges, weapon conversion kits, and magazines for scenario-based use of force training. CBP uses General Dynamics Simunition systems, including Glock training handguns and M4 Upper Conversion Kits.

Work Details
The contract includes the acquisition of M4A1 Upper Receiver Conversion Kits chambered in 9mm, capable of firing General Dynamics Simunition FX 9mm marking cartridges (Red 5320831 / Blue 5320832) or equal and SecuriBlank cartridges (5306003/5306006) or equal. The kit includes an anodized blue upper receiver group with Picatinny rail, bolt carrier group, two translucent 20 round magazines, a 14.5” barrel with standard front sight assembly, blue handguards, and engraved '9mm MARKING CARTRIDGE ONLY'.

Additionally, M4/M16 Upper Receiver 20rd Magazines must accommodate the specified cartridges and be constructed of translucent plastic. The 9mm marking cartridges must be compatible with CBP's current training platforms, have non-toxic primers and color-marking compounds available in red and blue, with projectiles constructed of plastic weighing 0.5 grams (±0.05 grams), muzzle velocity between 360-525 feet per second, and accuracy within 6” at 25 ft.
