Simulation Marking Cartridges

Background
The Department of Homeland Security (DHS), Customs and Border Protection (CBP) is seeking to procure Simulation Marking Cartridges for training and operational use.

This acquisition aims to enhance the training capabilities of law enforcement personnel by providing realistic simulation ammunition. The contract will be awarded as a single indefinite delivery/indefinite quantity (IDIQ) contract, with the possibility of additional awards if deemed beneficial for the government. The anticipated contract will have a five-year ordering period.

Work Details
The contract involves the procurement of Simulation Marking Cartridges, specifically designed for use in training scenarios.

The salient characteristics and specifications are detailed in the attached Statement of Work (SOW). The minimum guarantee for the contract is $10,000, while the maximum amount that may be ordered over its life is $9,000,000. Delivery orders will be issued on a firm fixed price basis. The products must meet all technical specifications outlined in the SOW, including but not limited to:
- M4A1 Upper Receiver Conversion Kit (9mm) from General Dynamics Simunition (Model 5316500).
- Capability to fire General Dynamics Simunition FX 9mm marking cartridges or equivalent.
- Compliance with all physical and performance specifications as outlined in the SOW.

Deliveries will be made to various locations as specified by DHS - Customs and Border Protection, primarily at their facilities located at 1300 Pennsylvania Ave, NW, Washington DC 20229.

Bidder Requirements
Bidders must provide documentation indicating they are authorized distributors or retailers of the products being offered. Additionally, bidders must submit manufacturer’s certificates of warranty and letters confirming their status as authorized distributors for each item proposed.
