SPECIAL NOTICE

FOR

SIMULATION CENTER (SimCtr)

This is not a solicitation. This is a Special Notice ONLY. The Army Contracting Command-Redstone Arsenal, Space, Missile Defense and Special Programs Directorate (ACC-RSA SMD/SP), intends to issue a request for proposal (RFP) solicitation on https://beta.sam.gov/ for research and development related services in support of the Simulation Center (SimCtr), which is a high performance computing resource facility managed by the U.S. Army Space and Missile Defense Command (USASMDC) for the Missile Defense Agency, and is located in Building 5220, USASMDC Headquarters, Von Braun I Complex, Redstone Arsenal, Alabama.

The purpose of this Special Notice is to inform potential offerors of a virtual site visit and anticipated RFP solicitation requirement (note that signing up for the virtual site visit is not a prerequisite for submitting a proposal in response to the anticipated RFP solicitation). A Special Notice is needed for the virtual site visit due to the short time period between the notice posting and virtual site visit. Also, this Special Notice is posted prior to the RFP solicitation release.

ACC-RSA SMD/SP intends to award a cost-plus-fixed fee (CPFF) C type contract to one 8(a) small business concern under the U.S. Small Business Administration 8(a) Business Development Program. The resulting contract is expected to encompass a CPFF labor contract line item number (CLIN) and cost reimbursement CLINs (with no fee) for materials, travel, Defense Base Act insurance, and other direct costs; the awardee will responsible to furnish all labor, equipment, and materials for the SimCtr requirements as detailed in the performance work statement (PWS). The anticipated RFP solicitation will be conducted as a competitive acquisition amongst eligible 8(a) small business concerns utilizing Federal Acquisition Regulation Part 15 (Contracting by Negotiation) procedures; a solicitation will be issued as a RFP. Note that at this time it is anticipated that the contract award will be limited to U.S. companies.

The Product/Service Code is AC13 (National Defense Research and Development Services; Department of Defense Military; Experimental Development), while the NAICS Code is 541715 (Exception C (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) Guided Missiles and Space Vehicles, Their Propulsion Units and Propulsion Parts) with a size standard of 1,250 employees.

The expected period of performance will be from September 1, 2021 through August 31, 2026 (three year base period from September 1, 2021 through August 31, 2024, and two, one year options from September 1, 2024 through August 31, 2025, and September 1, 2025 through August 31, 2026, respectively).

The estimated contract value is between $25,000,000.00 and $50,000,000.00.

The anticipated RFP release date is April 09, 2021, with a projected proposal due date of May 27, 2021, time to be determined (all proposals will be electronically submitted per the RFP instructions).

As noted above, signing up for the virtual site visit is not required in order to submit a proposal in response to the anticipated RFP solicitation). However, registration for the virtual site visit is required in order to obtain a link to the virtual site visit video. Note that only one virtual site visit will be held, no additional site visits (virtual or in person) will be held.

Prospective offerors are encouraged to submit feedback and comments regarding the SimCtr acquisition and documents attached to this Special Notice (see list below). The Government will not entertain any questions concerning the SimCtr acquisition or virtual site visit and will not provide responses to any submitted feedback, comments or questions (however, the Government will consider the submitted feedback/comments when it finalizes its PWS requirements). Listed below are the attached documents that are included with this Special Notice; please submit feedback and comments no later than April 06, 2021, by 01:00 p.m. Central Time, to the ACC-RSA SMD/PS point of contacts (POCs) listed below.

  • Draft PWS;
  • Draft DD Form 254;
  • Draft Contract Data Requirements Lists;
  • Draft RFP Section L;
  • Draft RFP Section M; and
  • Draft Award Milestone Schedule.

The following information must be provided with the registration request (and note a list of companies and POC representative(s) for each company will be published as an amendment to this Special Notice for potential teaming or subcontracting opportunities).

The Government is not liable for any cost associated with this Special Notice or subsequent actions concerning this Special Notice; any incurred costs will be borne by the contractor or contractor representative(s) and there is no entitlement to submit a claim for such costs or costs associated with this Special Notice or anticipated RFP. The Government reserves the right to cancel this virtual site visit/solicitation at any time.
