Background
The Simplified Acquisition of Base Engineering Requirements (SABER) is an Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by the Air Force Research Laboratory (AFRL) at the Rome Research Site in Rome, New York.

The goal of this contract is to provide engineering services for various construction, alteration, and repair projects as needed by the agency. This solicitation aims to establish a pool of qualified contractors who can respond to task orders for engineering requirements efficiently.

Work Details
The contractor will be responsible for performing a range of construction tasks including but not limited to: project management and coordination, construction progress documentation, clean-up operations, and commissioning activities.

Offerors are required to prepare a seed project proposal that includes a written narrative detailing the work required to complete the project along with R.S. Means Proposal documentation and any necessary drawings or schedules.

The minimum design provided to the contractor is 35%, and they must demonstrate their ability to complete the design to 100% while adhering to all applicable codes and regulations.

Period of Performance
The overall contract delivery period spans from the date of award receipt for up to 1826 calendar days, with specific task order performance periods determined on an order-by-order basis.
