Simplified Acquisition of Base Engineering Requirements (SABER) solicitation for an Indefinite-Delivery / Indefinite-Quantity (IDIQ) construction contract for general construction requirements for Moody AFB GA, Grand Bay Range GA, Grassy Pond GA, Spence Field GA, Valdosta Regional Airport GA, and Avon Park Range FL.

Background
The solicitation is for a Simplified Acquisition of Base Engineering Requirements (SABER) contract. The work consists of a broad range of design-build, sustainment, maintenance, repair, alteration, renovation, and minor construction projects affecting real property at various locations including Moody AFB GA; Grand Bay Range GA; Grassy Pond GA; Spence Field GA; Valdosta Regional Airport GA; and Avon Park Range FL. The total aggregate maximum amount of the overall SABER program shall not exceed $10,000,000.00. The period of performance is from 01 October 2023 to 30 September 2027.

Work Details
The scope of work includes tasks required by the indefinite delivery/indefinite quantity (IDIQ) type contract to perform all functions required in strict accordance with the design drawings, statement of work, technical specifications, and the Unit Price Book (RS Means). Projects will include a broad range of construction projects such as carpentry, road repair, roofing, excavation, electrical work, HVAC, plumbing, fencing, demolition, fire protection, concrete, masonry, and other projects. The contractor shall provide all materials, labor, plant, tools, equipment for the execution of services including engineering/technical design support and general construction work detailed within each individual task order. The contractor shall also attend a scoping meeting and complete all work incidental to furnishing project design and finalize a formal construction cost proposal.
