NASA/MSFC has a requirement for the Wind River's Simics Express, Simics 5 Pre- Configured Virtual Platform licenses with support and maintenance used by Marshall Space Flight Centers (MSFC) Flight Software developers in the Integrated Avionics Test Facilities (IATF) labs under the Vehicle Integration project within the Space Launch System (SLS) program. Developers within ES50 and the IATF labs use the Wind River software as part of the real-time software code and other SLS jobs. The Simics 5 application allows the SLS Flight Software teams to conduct unit and formal testing. Simics enables tests to be executed using a hardware model when hardware is not available. Wind River's Simics simulates systems allowing users to adopt new development techniques not possible with physical hardware. This allows the Flight Software teams to integrate crucial aspects of their processes.

NASA/MSFC intends to procure this software from Wind River on a sole source basis.

The Government intends to acquire this commercial item using FAR Part 12. All contractual and technical questions must be in writing e-mail to Kelcey Eddings at kelcey.cole@nasa.gov no later than February 14, 2019 by 12:00 P.M. CST. Telephone questions shall not be accepted.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact (KELCEY.A.EDDINGS@NASA.GOV) no later than February 15, 2019 by 4:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

Oral communications are not acceptable in response to this notice.
