Description

THIS IS A SOLE SOURCE SYNOPSIS. ACC-RSA has a sole source requirement for SiliconExpert P5 Platform tool subscription. This is a Sole Source with SiliconExpert Software IAW FAR 13.501(a)(2)(i). IAW FAR 5.207(c)(15) SiliconExpert is the only source capable of fulfilling the Government's requirement for the renewal. The Silicon Expert tool is the only predictive tool found to provide counterfeit risk information on electronic components. It also is the only tool found to have the extensive database of historic part datasheets which are imperative in statusing historic parts. No Solicitation documents exist at this time. This item utilizes North American Industry Classification System (NAICS) Code of 513210. IAW FAR 5.207(c)(16_(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This provides yearly maintenance services for the proprietary copyrighted software. ACC-RSA will not be responsible for any costs incurred by the interested parties in responding to this notice. This notice of intent is not a request for competitive quotes. Phone calls will not be accepted.

Background
The U.S. Army Contracting Command-Redstone (CCAM-MZB-B, Modernization Directorate) is seeking to renew a subscription for the SiliconExpert P5 Platform tool. This tool is essential for providing counterfeit risk information on electronic components and has a unique database of historic part datasheets necessary for managing historic parts. The renewal is justified under 10 U.S.C 2304(c)(1), indicating that SiliconExpert Software is the only source capable of fulfilling the Government's requirement.

Work Details
The contract includes the renewal of the Silicon Expert tool, specifically the P5 Platform which encompasses several components:
- P5 BOM Manager - Loyalty Package, which includes 1 floating seat, 5,000 manufacturer parts, unlimited Part Search, and BOM Grading.
- Additional Floating Seats for P5 platform: 3 for BOM Manager and 14 for Part Search Only module.
- Add-on Approved Component Library Module (ACL) for P5 platform.
- Additional parts added to BOM Manager limit (305,000 parts).
- Compliance Module add-on for P5 Platform (310,000 parts).
- Professional Services including GeoRisk report for up to 500 manufacturer parts and a Business Intelligence Dashboard.

The specifications required include the ability to import bill of material information, identify critical components using search features, provide form, fit, and function alternates for any part, access device datasheets directly from the application, and provide aftermarket sources and inventory.
