Sign Language Interpreter Agreements for St. Paul, MN Area   5

Background
The United States Army Corps of Engineers (USACE) - St. Paul District, located in St. Paul, Minnesota, oversees an area of approximately 139,000 square miles and employs around 700 individuals across 41 field sites in five states. The district aims to recruit and retain qualified employees with disabilities, including Deaf/Hard of Hearing (D/HH) professionals who require dedicated interpreting services for effective communication in the workplace.

This contract seeks to establish pre-priced Blanket Purchase Agreements (BPA) for sign language interpreter services to support these employees.

Work Details
The Contractor shall provide all necessary equipment, tools, labor, transportation, and supervision to deliver qualified sign language interpreters for communication between hearing and D/HH individuals at the USACE – St. Paul District. Services include on-site, off-site, and online interpreting for various meetings and assignments as needed.

The interpreting services will cover American Sign Language (ASL), Pidgin Sign English (PSE), Conceptually Accurate Signed English (CASE), and Signed English. A sample list of interpreting events includes staff meetings, award ceremonies, safety talks/training, performance discussions, interviews, and other ad-hoc assignments.

The Contractor must ensure reliable service and proficient utilization by interpreters assigned to the job. Virtual Relay Interpreting (VRI) may also be utilized when requested.

Period of Performance
The agreement will be established for five years from December 16, 2024 to December 15, 2029.

Place of Performance
The primary place of performance is the USACE - St. Paul District Headquarters located at 1st National Bank Building, 332 Minnesota Street, St. Paul, MN 55101. Services may also be performed at remote sites in Minnesota, Wisconsin, North Dakota, South Dakota, and Iowa.
