Description

The United States Citizenship and Immigration Services (USCIS), a component of the Department of Homeland Security (DHS), on behalf of the Field Operations Directorate (FOD), is issuing this Sources Sought Notice. The Field Operations Directorate oversees and manages the daily operations of 88 Field Offices across the continental United States, as well as Alaska, Hawaii, Puerto Rico, Guam, Saipan, and the Virgin Islands. This notice is issued solely for planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute a solicitation or obligation on the part of the Government.

USCIS is seeking information from industry stakeholders regarding their ability to support sign language interpreter services, as outlined in the attached draft Statement of Work (SOW).

Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation that may follow, nor do they restrict the U.S. Government's eventual acquisition approach. Furthermore, the U.S. Government is not obligated to, and will not, reimburse any costs incurred in responding to this notice. Respondents are solely responsible for all expenses associated with their submissions.

Responses are requested no later than 5:00 PM ET, October 10, 2025, and should be emailed to the Contract Specialist, Marianne Green, at Marianne.Green@uscis.dhs.gov.

At a minimum, include the following information in the body of your email:

  1. Company Information:
    • Company Name
    • Address
    • Contact Person Information (including telephone number and email address)
  2. Unique Entity Identifier (UEI):
    • Provide your UEI as registered in SAM.gov.
  3. Business Size and Classification:
    • Indicate your business size (e.g., Other than Small, Small).
    • If Small, specify your Socio-Economic category (or categories), such as:
      • 8(a)
      • HUBZone
      • Women-Owned Small Business (WOSB)
      • Economically Disadvantaged Women-Owned Small Business (EDWOSB)

Background
The United States Citizenship and Immigration Services (USCIS), part of the Department of Homeland Security (DHS), is issuing a Sources Sought Notice on behalf of the Field Operations Directorate (FOD).

The FOD manages daily operations across 88 Field Offices in the continental U.S., Alaska, Hawaii, Puerto Rico, Guam, Saipan, and the Virgin Islands. This notice aims to gather information from industry stakeholders regarding their capability to provide sign language interpreter services as outlined in the draft Statement of Work (SOW). This notice is for planning purposes only and does not constitute a solicitation or obligation on the part of the Government.

Work Details
The contractor will provide ad hoc American Sign Language (ASL) interpretation services for Deaf or Hard of Hearing applicants during interviews, naturalization ceremonies, and other appointments with USCIS staff. Services include:
- In-person and Video Remote Interpreting (VRI) on an as-needed basis.
- Both sign-to-voice and voice-to-sign interpretation using Signed English (SE) and/or ASL.
- A team of two interpreters may be required for certain cases.
- Services are to be provided during business hours (Monday through Friday, 7am to 5pm EST) and may include weekend or after-hours events.
- A detailed call log must be maintained for each service event including date, time, duration, location, amount charged, event description, and any issues encountered.
- The contractor must ensure that qualified replacement interpreters are available if a scheduled interpreter cannot meet the required timeframes.
- Compliance with applicable laws such as the Americans with Disabilities Act (ADA) is mandatory.

Place of Performance
Services will be performed at various USCIS Field Offices across the United States including locations in Albany NY, Albuquerque NM, Anchorage AK, Atlanta GA, Baltimore MD, Boise ID, Boston MA, Brooklyn NY, Buffalo NY, Charleston SC, Charlotte NC, Chicago IL, Cincinnati OH, Cleveland OH and many others.
