Sigma Assessment Systems for Self-Assessments

Background
The Federal Emergency Management Agency (FEMA), located in Washington, DC, is seeking to award a contract on a sole source basis to Sigma Assessment Systems, Inc. This contract aims to enhance the leadership training programs by providing an online self-assessment tool that helps participants identify and develop targeted leadership skills for the Office of the Chief of Human Capital Officer (OCHCO).

The goal is to maintain a highly qualified workforce through effective leadership development.

Work Details
The contractor will provide the SIGMA Assessments Leadership Skills Profile (LSP) self-assessment tool. This online self-assessment will be virtual and must include the capability to download a comprehensive self-assessment report that summarizes each participant's areas for improvement along with resources and tools for development.

The SIGMA LSP will assess participants' skills linked to DHS- and FEMA-targeted competencies, identify skills needing development, and offer developmental activities for each skill. These assessments are part of the DHS/FEMA leadership development and mandatory training programs.

Period of Performance
The support for this contract will be provided over a period of one base year with four option years.
