Synopsis:
NASA/NSSC has a requirement for Siemens TeamCenter for Simulation Trial.
NASA/NSSC intends to issue a sole source contract to SIEMENS GOVERNMENT TECHNOLOGIES INC 1881 Campus Commons DR STE 200 Reston, Virginia 20191-1521 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that SIEMENS GOVERNMENT TECHNOLOGIES INC is the sole provider of Siemens TeamCenter for Simulation Trial
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 513210
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 8/10/2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.

Background
NASA/NSSC has a requirement for Siemens TeamCenter for Simulation Trial. NASA/NSSC intends to issue a sole source contract to SIEMENS GOVERNMENT TECHNOLOGIES INC under the authority of 13.106-1(b)(1)(i). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in Part 12 and Part 13.

Work Details
Perform demonstration trial of the Siemens Simulation Product Data Management (SPDM) tool – Teamcenter Simulation (TC4Sim). This project will allow analysts to manage and collaborate simulation data and process within Teamcenter to enable engineering teams to use simulation specific data, workflow and process management capabilities more effectively in a complete digital product development environment. TC4Sim addresses the needs of engineering groups by demonstrating standard and repeatable processes for simulation, access to simulation data for an increasingly diverse population of users, visibility of design, simulation, and test configurations, workgroup and enterprise-wide simulation management.

Simulation-specific capabilities include comprehensive CAE data model management, simulation process framework to manage data exchange with various tools, launch CAE authoring tools directly from the CAE Manager interface, compare/update design and simulation structure, 3D CAE Model visualization powered by JT, revision control, search, post-process model results.

Period of Performance
The period of performance for the trial is 12 months with services support for the six-week implementation phase.
