Description

Background
The Naval Surface Warfare Center Carderock Division (NSWCCD) has an ongoing requirement for shuttle bus services to transport employees between the Carderock Division Headquarters in West Bethesda, MD and the Washington Navy Yard (WNY) in Washington, DC. This solicitation is set aside for woman-owned small businesses (WOSB) and aims to establish a Blanket Purchase Agreement (BPA) for commercial shuttle services that meet specified requirements.

Work Details
The contractor shall provide shuttle bus services including:

1. Furnishing a vehicle accommodating at least fifteen (15) passengers, fuel, driver, maintenance on the vehicle, and any necessary operating supplies.

2. Regularly scheduled shuttle services between Carderock Division Headquarters and WNY during set hours (0730-1700 Monday-Friday).

3. Monitoring a dedicated telephone line during normal business hours for schedule-related communications.

4. Notifying the Technical Point of Contact (TPOC) in case of delays due to unforeseen circumstances such as weather or traffic.

5. Ensuring all drivers possess valid state motor vehicle licenses, are U.S. citizens, have appropriate credentials, and maintain a clean driving record with no more than two current points.

6. Providing drivers who are appropriately attired and presentable at all times while performing under this contract.

Period of Performance
The period of performance for this BPA is five years from May 25, 2026, to May 24, 2030.

Place of Performance
The primary place of performance will be between the Naval Surface Warfare Center-Carderock Division located at 9500 MacArthur Blvd, West Bethesda, MD and various locations within a 50-mile radius as specified in each BPA call.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior shuttle services awards to Business Prep under NSWCCD contract N0016725P0067 ($161,500; 02/28/25–11/28/25) and a subsequent one-month extension under N0016726P0101 ($17,499; 11/25/25–12/31/25). The prior work is described as “Shuttle Services” and aligns with the current requirement for scheduled shuttle bus transportation between the Carderock Division Headquarters and the Washington Navy Yard, indicating continuity of the same shuttle route/service model. A closely related first call under a BPA for shuttle services between NSWCCD and the Navy Yard was also awarded to Empower Transit (N0016726A1002–N0016726F1029; $121,500; 01/01/26–12/31/26), further suggesting this is an ongoing shuttle requirement.
