Background
The National Institutes of Health (NIH) is the steward of medical and behavioral research for the Nation. Its mission is science in pursuit of fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to extend healthy life and reduce the burdens of illness and disability. The goals of the agency include fostering fundamental creative discoveries, innovative research strategies, and their applications as a basis to significantly advance the Nation’s capacity to protect and improve health, developing, maintaining, and renewing scientific human and physical resources that will assure the Nation’s capability to prevent disease, expanding the knowledge base in medical and associated sciences to enhance the Nation’s economic well-being, ensuring a continued high return on public investment in research, exemplifying and promoting the highest level of scientific integrity, public accountability, and social responsibility in the conduct of science.

Work Details
The purpose of this solicitation is to provide shuttle services to transport employees and patients throughout the NIH campus and to several locations off-campus. In addition, patient shuttle services include transportation to and from regional airports, medical/recreational trips, and other select locations which support the NIH community. The contract requires providing shuttle service to meet quality and performance requirements. It involves performance-based contracting with a focus on desired results and outcomes that will lead to reliable shuttle management and operations. The contractor must furnish all necessary services, qualified personnel, equipment, maintain all required permits and registrations to operate shuttle vehicles within the District of Columbia Metro area as well as between airports.

Period of Performance
The Contractor shall furnish Shuttle Services for the NIH for a twelve (12) month base period with four (4) twelve-month option periods.

Place of Performance
The geographic location(s) where the contract will be performed include various locations throughout the NIH campus, several locations off-campus, regional airports such as BWI Airport, Reagan National Airport, Dulles Airport, hotels South/North, recreational therapy shuttle transportation desk.
