Background
The U.S. Department of Veterans Affairs (VA) is seeking a qualified contractor to provide comprehensive shuttle transportation services for the VA North Texas Health Care System, which includes campuses in Dallas, Fort Worth Outpatient Clinic, and Bonham.

The goal of this contract is to support the transportation needs of Veteran patients, families, visitors, volunteers, and employees. The contractor will be responsible for ensuring safe, reliable, and efficient shuttle services in alignment with the Performance Work Statement (PWS) and applicable regulations.

Work Details
The contractor shall furnish all personnel, vehicles, equipment, supervision, and tools necessary to provide shuttle transportation services. Key requirements include:
- Provision of a minimum of 14 shuttle buses: 10 for Dallas locations, 1 for Sam Rayburn Memorial Veterans Clinic, 1 for Fort Worth Outpatient Clinic, and 2 backup buses stationed on VA property.
- All shuttles must meet safety standards including cameras and signage requirements.
- The contractor must ensure operational readiness at all times during specified hours and maintain service continuity despite routine maintenance or staffing issues.
- Implementation of a management plan addressing equipment and resource allocation, contingency plans for vehicle failures or staffing shortages, risk management strategies, and communication methods between dispatch and vehicles.

Place of Performance
Services will be performed at various locations within the VA North Texas Health Care System including Dallas, Fort Worth Outpatient Clinic, and Bonham.
