Background
The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly-owned U.S. Government corporation within the U.S. Department of Transportation, responsible for operating and maintaining the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Quebec.

The mission of GLS includes facilitating the safe and efficient passage of commercial vessels through the Seaway, particularly through the operation and maintenance of Eisenhower and Snell Locks located in Massena, New York. This contract aims to address concrete rehabilitation needs identified during inspections conducted during winter maintenance periods at Eisenhower Lock.

Work Details
The project involves concrete rehabilitation at Eisenhower Lock, specifically focusing on areas requiring demolition of existing concrete and installation of steel reinforcement as necessary.

Key locations for repair include:
1) Northside Filling and Emptying culvert between Sta. 680.55B and Sta. 743.45B, with anticipated repairs totaling 65’x14’x12” on both the north and south walls;
2) Southside Filling and Emptying culvert, including ceiling repairs of approximately 12’x43’x12” near the downstream ramp, extending from a previous repair made in winter 2025 to a bulkhead recess at Sta. 743.00B; additional repairs are required within various filling and emptying ports (Ports 1, 2, 5, 6, 9, and 13) with each port having an estimated repair area of about 4’x4.5’x8”.

All work must comply with American Concrete Institute (ACI) Specification for Shotcrete 506.2 and accepted industry standards.

Period of Performance
The contractor shall begin performance within 10 calendar days after receiving the notice to proceed and is expected to complete all work within sixty-three (63) calendar days thereafter.
