Amendment 001 provides answers to questions received.

The objective of this Contract is to stabilize offender substance use disorders, enhance supervision compliance, contain further risks of offender recidivating, promote prosocial engagement, enhance offender self-efficacy, coordinate access to community recovery systems, improve program retention, enhance the continuity of care post program completion, and return offenders to the community free from illicit substance use.

The length of placement to be provided will normally be up to 30 days, to
include a 30-day restricted movement period. The length of the placement may be extended by the Contractor based on justifiable recommendations, with input from the offender's assigned Community Supervision Officer (CSO). An updated Billing Authorization will be provided to the Contractor to cover any placement extension.

The Contractor shall provide substance use disorder treatment services for men and women at the Contractor's facility located within a 100-mile radius of 633 Indiana Avenue, NW, Washington, DC 20004-2902.

Background
The Court Services and Offender Supervision Agency (CSOSA) is issuing this contract to provide short-term residential substance use disorder treatment services. The objective of the contract is to stabilize offender substance use disorders, enhance supervision compliance, mitigate risks of recidivism, promote prosocial engagement, improve self-efficacy among offenders, coordinate access to community recovery systems, and ensure continuity of care post-program completion.

The ultimate goal is to reintegrate offenders into the community free from illicit substance use.

Work Details
The Contractor shall provide substance use disorder treatment services for both men and women at a facility located within a 100-mile radius of 633 Indiana Avenue, NW, Washington, DC 20004-2902. The standard length of placement will be up to 30 days, which includes a 30-day restricted movement period. Extensions may be granted based on justifiable recommendations from the Contractor and input from the assigned Community Supervision Officer (CSO). An updated Billing Authorization will be provided for any placement extensions.

The contract also includes provisions for surge capacity in case additional service days are required due to increased demand or if one awardee is unable to continue providing services.

Period of Performance
The Base Period is set for 12 months following the award date, with potential option periods extending for an additional 12 months each upon exercise.

Place of Performance
Services will be performed at a facility within a 100-mile radius of 633 Indiana Avenue, NW, Washington, DC 20004-2902.
