Short/Medium Range Sub-Orbital Vehicles (SSOV)   3

The Naval Surface Warfare Center Port Hueneme Division White Sands Department (NSWC PHD W Dept.) issues a solicitation for the design, manufacture and delivery of Short/Medium Range Sub-Orbital Vehicle (SSOV) configurations and will include provision of ground test hardware, special test equipment, materials and required engineering support. These vehicles are required to meet the emergent needs of various programs including, but not limited to: Air and Missile Defense Radar (AMDR), Aegis Ballistic Missile Defense (Aegis BMD), Maritime Missile Defense (MTMD), Sea Based Terminal (SBT), Fleet Training, RailGun, Hyper Velocity Projectile, Foreign Military Sales (FMS) and other programs needing rocket-based vehicles.

This solicitation is a Total Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code for this procurement is 336414 with a Size Standard of 1,300. The anticipated performance periods will span five (5) years.

Amendment 1

The purpose of this amendment is to update: the OPSEC reference number to 3070.1 in SOW paragraph 2.0; Section L, 4.4.1 Senior Engineer hours for Period 2; the escalation chart in Section L 4.4.4; Attachments J-4, JS-1 and JS-5; and extend the proposal due date.

Amendment 2

The purpose of this amendment is to update:
1) Section L 4.2.1.2 Part 2, removed "and the proposed allocation of resources (labor, material, travel, other direct costs)."
2) Remove request for cost from attachment JS-3 paragraph 3, show n as " In addition to technical response, Offeror is expected to provide a schedule summary to include mission execution and post flight analysis."
3) Extend proposal due date.
