Shiprock-Vernal-Hayden Substation HVAC

Background
The Department of Energy, Western Area Power Administration (WAPA), is issuing a Request for Quote (RFQ) for the project titled 'Shiprock-Vernal-Hayden Substation HVAC'. This solicitation is a 100% Small Business Set-Aside, aimed at replacing the heating, ventilation, and air conditioning (HVAC) systems at three substations located in Colorado, New Mexico, and Utah.

The estimated order of magnitude for this construction project is between $100,000 and $250,000.

Work Details
The contractor will be responsible for replacing HVAC systems in the garage and service buildings at Hayden Substation in Routt County, Colorado; in the microwave building at Shiprock Substation in San Juan County, New Mexico; and in the service building at Vernal Substation in Uintah County, Utah.

The work includes:
- Mobilization & Preparatory Work
- Demolition of existing HVAC systems
- Installation of new mechanical systems

The contractor must utilize hand tools and any necessary equipment for refrigerant removal and addition. All work will occur within existing access routes on WAPA lands and Bureau of Land Management lands; no new road construction or maintenance is authorized.

Period of Performance
The contractor shall begin performance within 10 calendar days after receiving the award and must complete all work within 365 calendar days.

Place of Performance
Work will be performed at Hayden Substation (Routt County, Colorado), Shiprock Substation (San Juan County, New Mexico), and Vernal Substation (Uintah County, Utah).

Bidder Requirements
Bidders must provide performance and payment bonds within 10 calendar days after award. Additionally, bidders are required to identify any non-domestic materials included in their bid. A site visit is scheduled prior to bid submission.
