Ship Self Defense System (SSDS) Technical Insertion 2016 (TI-16) Hardware Production and Engineering Services   4

The Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation no later than the fourth quarter of fiscal year 2020 for procurement of the efforts required to provide Ship Self Defense System (SSDS) Technical Insertion 2016 (TI-16) Hardware Production and Engineering Services.

The anticipated requirement includes tactical shore site material, hardware production, assembly, configuration, integration, test, packaging and shipment of the SSDS system hardware. Anticipated engineering services scope includes production problem identification and resolution, support of diminishing manufacturing sources and material shortages, repairs, engineering changes, and production status reporting. The anticipated solicitation will include cost-plus-fixed-fee and firm-fixed-price contract line items, and cost-only contract line items for travel and incidental material for the efforts to satisfy FY21-FY26 requirements. Prior to the issuance of a formal solicitation (request for proposal) for this procurement, NAVSEA intends to release a draft copy of selected solicitation sections.

IMPORTANT: In order to be considered for contract award under this procurement, Offerors must possess a SECRET facility clearance issued by the United States Government by the time of award. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary. Non-U.S. firms may act as subcontractors to U.S. prime contractors, subject to applicable U.S. laws and regulations. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations, and requires the issuance of an export license by the U.S. Department of State.

Draft portions of the solicitation (Attachment 1) are attached to this pre-solicitation notice for industry questions and comments. The Government will be accepting comments through 23 June 2020. Additionally, instructions for initiating access rights to the Bidder's Library can be found below. Unclassified questions and comments should be electronically submitted using the format provided in Attachment 3 to Gary Braunstein (gary.braunstein@navy.mil) and Dako Hunt (dako.hunt@navy.mil). Questions may be answered and incorporated into the final Request for Proposal (RFP) at the discretion of the Navy. Further, any questions or comments that are submitted may be publically released.

NSERC ACCOUNT SETUP PROCESS: The Government intends to provide Bidder's Library documentation via NSERC; however, this is subject to change prior to release of the final RFP. In the event that Bidder's Library documentation is provided via NSERC, Offerors will be required to have an NSERC account to gain access and view the Bidder's Library. Attachment 4 of this pre-solicitation provides Offerors the necessary steps to obtain an NSERC account.

16 July 2020: The purpose of this update is to provide Government responses to industry questions/comments. Please refer to attachment "N00024-20-R-5602 Questions-Comments 7.16.2020".

16 September 2020: The Government is issuing this pre-solicitation notice amendment for future solicitation N00024-20-R-5602 in order to provide instructions and procedures to gain access to the additional Government Furnished Information (GFI) contained within the Bidder's Library for this future procurement. Future solicitation (N00024-20-R-5602) will use the web-based NAVAL SYSTEMS ENGINEERING RESOURCE CENTER (NSERC) for the Bidder's Library.

Please make the request for access as soon as practicable as it may take several days for the Government to review and approve access to the documents.

The Bidder's Library will be updated periodically. The Government will NOT issue updates to this notice every time the Bidder's Library is updated; therefore, it is highly recommend that interested companies periodically check NSERC for updates.

STEPS TO GAIN ACCESS TO THE NSERC BIDDER'S LIBRARY:

1. Companies will need either a Public Key Infrastructure (PKI) Certificate or a Common Access Card (CAC) to complete the remaining steps to access NSERC.

Note: The Government will not sponsor Industry partner CACs. Industry partners who do not have a CAC will need to obtain a DoD Approved PKI Certificate. Please use the following URL to obtain a DoD approved certificate: http://iase.disa.mil/pki/eca/Pages/index.aspx.

2. To obtain the Bidder's Library information, interested companies shall submit the following via email to the Contract Specialist, dako.hunt@navy.mil and to the Contracting Officer, gary.braunstein@navy.mil:

a. A current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information.

b. A completed Unclassified Terms of Use Agreement (Attachment 1).

c. An assertion in the email request that they have a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability.

d. The name, email address, phone number, and company address for up to two (2) persons requesting access to the Bidder's Library. Once approved, these individuals will each receive a secure download link for the Bidder's Library materials.

3. Once the secure download link is received, access NSERC:

a. If the Offeror does not have an active NSERC account, follow the instructions provided in Attachment 2 - NSERC Instructions, starting at Step 1.

b. If the Offeror does have an active NSERC account, follow the instructions provided in Attachment 2, starting at Step 17.
