Description

The United States Coast Guard (USCG) is conducting market research to identify sources capable of providing ship management, training, maintenance, crew services, and associated support for the M/V AIVIQ, a specialized vessel soon to be incorporated into the Coast Guard fleet. This effort may result in a new contract awarded on a sole source or competitive basis, depending on the responses received.

This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP). The government may use responses to inform the acquisition strategy and whether to proceed with a sole source or competitive solicitation. Responding to this RFI does not guarantee the respondent will receive a contract. The government is not liable for any costs incurred by respondents in preparing responses.

Background
The United States Coast Guard (USCG) is conducting market research to identify sources capable of providing ship management, training, maintenance, crew services, and associated support for the M/V AIVIQ, a specialized vessel soon to be incorporated into the Coast Guard fleet.

The M/V AIVIQ is a complex, ABS-classed Polar Class 3 offshore vessel originally designed for Arctic operations and is currently undergoing reactivation and outfitting. The goal of this contract is to ensure vessel availability, readiness, compliance with regulatory and environmental standards, and cost-effective management of parts and consumables.

Work Details
The services required under this contract include:

A. Ship Management - Crewing, operation, and maintenance of the vessel both in-port and underway; providing licensed commercial mariners for at-sea operations; training Coast Guard personnel on safe operation, machinery operation, safety procedures, emergency protocols, maintenance, and sustainment of the vessel through hands-on training sessions while underway; executing operations in open and ice-covered waters; implementing safety and security procedures to ensure safe and efficient operation in compliance with regulatory requirements.

B. Crew Training (Land-Based) - Development and implementation of specialized simulator courses, labs, and engineering training for Coast Guard personnel assigned to operate and sustain the vessel.

C. Advisory Support - Providing vessel-specific information to strengthen the Coast Guard crew's capability to operate the vessel safely in various conditions including ice trials.

D. System Stock, Spares, Consumables, and Outfitting - Procurement and management of spare parts, system stock, equipment, consumables necessary for operational capability.
