Description

This is a sources sought announcement in accordance with FAR 15.201 and DFARS 210.001 in
anticipation of a potential future procurement program. The Naval Sea Systems Command (NAVSEA)
Office of Small Business Program (OSBP) is conducting market research to assess industry capabilities
and gauge interest in supporting this effort. Particular emphasis is placed on identifying capable and
interested small businesses.

The Government is seeking responses from sources that can provide Scientific, Engineering, Technical,
and Analytical (SETA) support services for Ship Maintenance Performance Group (SMPG) Program.

The anticipated need date is in the second quarter of FY2026 (subject to change).

Background
The Naval Sea Systems Command (NAVSEA) Office of Small Business Program (OSBP) is conducting market research to assess industry capabilities and gauge interest in supporting the Ship Maintenance Performance Group (SMPG) Program.

The Government seeks responses from sources that can provide Scientific, Engineering, Technical, and Analytical (SETA) support services for this program, which is critical for the maintenance and modernization of Navy ships.

Work Details
The contractor will provide SETA support services under the following major task areas:

1. Ship Maintenance Business Process Re-Engineering (BPR) Support: Maintain and improve ship maintenance community business processes to enable on-time delivery of ships.

2. Corporate Metrics and Data Analytics (DA) Support: Provide evidence-based data analytics for decision-making to enhance shipyard productivity and performance.

3. SMPG Program, Operations, and Administrative Management Support: Develop and sustain the SMPG workforce in a dynamic work environment.

4. Integrated Solutions Division (ISD) Support: Ensure software portfolio decision-making correlates with delivering maximum value to Naval Shipyards (NSYs).

5. Naval Shipyard Support Office (NSSO) Program Support: Facilitate continuous process improvement, technical writing, configuration management services, ship maintenance decision support data analytics, organizational effectiveness, strategic planning, and integration of NSY business outcomes.
