Background
The U.S. Department of Transportation's John A. Volpe National Transportation Systems Center (Volpe Center) is issuing this solicitation to procure specific Automatic Identification System (AIS) vessel tracking receivers developed by Shine Micro.

This procurement is part of a strategic update to the Republic of Georgia Coast Guard surveillance systems, which the Volpe Center has been supporting alongside the US Defense Threat Reduction Agency (DTRA) and NATO since 2014.

The goal is to replace aging maritime surveillance systems with updated technology that ensures compatibility and interoperability with existing infrastructure.

Work Details
The contract involves the purchase of seven (7) units of Shine Micro AIS vessel tracking receivers.

The Shine Micro receiver is specified due to its compatibility with the existing maritime sensor infrastructure operated by the Republic of Georgia Coast Guard, which is critical for maintaining mission continuity.

The requirement states: 'The Volpe Center requires the Shine Micro receiver specifically because this brand is widely deployed as part of the U.S. Navy’s International Integration Program Office for capability development of U.S. partner nations.' An alternative receiver would necessitate significant modifications to the current system, jeopardizing operational effectiveness.

Period of Performance
The geographic location(s) the product will be delivered to or performed at

Bidder Requirements
Bidders must ensure that they can provide the specified Shine Micro receivers as no alternatives are acceptable due to compatibility issues with existing systems.

The procurement process emphasizes that only products from Shine Micro will meet the government's requirements, thus precluding consideration of other vendors.
