SOLICITATION NOTICE/RFP Sheppard Air Force Base (AFB) Base Maintenance Contract (BMC). The 338th Enterprise Sourcing Squadron (ESS) at Joint Base San Antonio (JBSA) - Randolph, Texas (TX) is issuing this Solicitation/Request for Proposal (RFP) to provide comprehensive Base Operation Support (BOS) functions to include Operations and Maintenance (OandM), Engineering, Environmental, Emergency Management (EM), Real Property (RP), and Financial Management (FM) and all related services at Sheppard AFB in Wichita Falls, TX. The Solicitation/RFP identifier is FA300223R0021. The Service Provider (SP) shall meet all requirements and responsibilities in the Performance Work Statement (PWS), See RFP Attachment 1, applicable to the following five (5) functional areas: PWS Section 2 - All Services, PWS Section 10 - Installation Management, PWS Section 11 - Operations Management, PWS Section 12 - Engineering Management, PWS Section 14 - Emergency Management (EM). This acquisition will be a competitive 100% Small Business (SB) set-aside and will be a Best Value/Subjective Trade-off source selection. A multi-day pre-proposal site visit is anticipated to be held at Sheppard AFB on the 12th and 13th of July 2023, see RFP Attachment 13 for instructions regarding the site visit. See attached Solicitation/RFP and all Attachments for all instructions and information regarding this Solicitation/RFP. Offerors are responsible for routinely checking SAM.gov for any possible solicitation amendments that may be issued and/or Questions and Answers that are posted. Background
The solicitation is for the Sheppard Air Force Base (AFB) Base Maintenance Contract (BMC). The contract involves providing base maintenance services in accordance with federal, state, and local environmental laws and regulations. It also includes responsibilities for mail processing, environmental management, base exercises, OPLANS coordination, quality management, IT acquisition and management, and airfield driving program management.

Work Details
The tasks to be completed under the contract include maintaining records in compliance with NARA, AFI 33-322, and AFRIMS Records Disposition Schedule. The contractor is responsible for mail processing, environmental management in accordance with federal, state, and local laws and regulations. The contract also involves providing support for base exercises and disaster responses, coordinating OPLANS and agreements, quality management system implementation, IT acquisition and management, airfield driving program management, special event support, input into base award packages for the CE awards program, and participation in Government energy conservation programs.
