Description

The overall objective for this requirement is to procure a SATOC to execute CMI activities under subsequent task orders issued, to include the removal and disposal of contaminated soils at several solid waste management units (SWMU's) across the former Sunflower Army Ammunition Plant.

Background
The overall objective for this requirement is to procure a SATOC to execute CMI activities under subsequent task orders issued, to include the removal and disposal of contaminated soils at several solid waste management units (SWMU’s) across the former Sunflower Army Ammunition Plant. The former Sunflower Army Ammunition Plant (SFAAP) encompasses approximately 9,060 acres located near Desoto, Kansas in the northwest corner of Johnson County. The facility is located approximately 20 miles southwest of Kansas City, Kansas and 16 miles east of Lawrence, Kansas along Kansas Highway 10. The surrounding area consists of sparsely populated, rural communities with primarily agricultural land use. The installation began operations in 1942 to manufacture smokeless powder and propellants for small arms, cannons, and rockets. Since 1971, the majority of the installation has been in a standby, inactive status. The property is currently owned by Sunflower Redevelopment Limited Liability Corporation (SRL).

Work Details
Work under this Statement of Work (SOW) falls within the Installation Restoration Program (IRP). Environmental Remediation work includes contaminated soil removal, pond closure, building demolition, asbestos removal, landfill closure, landfill cap replacement/construction, lagoon closure, well installation and well sampling, and other corrective measure implementation related services. The Contractor shall perform all environmental Installation Restoration Program (IRP) work in compliance with the Resource Conservation and Recovery Act (RCRA). The Contractor will also be responsible for preparing a Corrective Measures Implementation (CMI) Work Plan, Well Installation Work Plans, Groundwater Sampling Work Plans and preparing CMI Completion Reports and/or Groundwater Investigation Reports for each area completed.
