Description

The Medical Readiness Contracting Office - West (MRCO-W) has an upcoming requirement for the services of Standardized Patients for the United States Army Medical Center of Excellence (MEDCoE) Sexual Assault Medical Forensic Examiner (SAMFE) course at various Military Treatment Facilities (MTFs) in both the European Command (EUCOM) and the Indo-Pacific Command (IPACOM). This requirement is for two (2) Standardized Patients per iteration. The Government anticipates issuing one (1) Firm-Fixed-Price contract for this requirement, which will include a twelve-month base year plus four (4) twelve-month option years. Each Standardized Patient will be required to perform 15 encounters per iteration; there will be eight (8) iterations per year. ***See PWS for full description of requirement***

Responses to the Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility in providing the Standardized Patient services described in the attached PWS. Do not submit pricing information in response to this Sources Sought. Interested sources should submit a Statement of Capability (3 page limit) detailing their capability. Additionally, please provide the following information:

1) Organization's name, CAGE code, address, point of contact, phone number, and e-mail address. Please advise if the requirement can be met through a contract vehicle the source already has (i.e GSA contract number).

The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB), as well as the interest, capabilities and qualifications of various members of the Large Business community, to compete and perform a contract for these services. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors.

Background
The Medical Readiness Contracting Office - West (MRCO-W) is seeking services for Standardized Patients to support the Sexual Assault Medical Forensic Examiner (SAMFE) course at various Military Treatment Facilities (MTFs) under the United States Army Medical Center of Excellence (MEDCoE).

The goal of this contract is to enhance medical training related to sexual assault examinations, ensuring that medical personnel are adequately prepared to handle such sensitive cases. The anticipated contract will be a Firm-Fixed-Price type, covering a base year and four option years.

Work Details
The contractor will provide two Standardized Patients (SPs) per iteration, with each SP required to perform 15 encounters across eight iterations per year.

The SPs must accurately portray the physical and emotional aspects of sexual assault cases, recreating history, personality, and physical findings. They will teach and refine skills in medical-forensic history, physical assessment including genital exams, evidence collection, and trauma-informed clinical skills. Specific tasks include:
1. Portraying male or female patients with specific conditions in a realistic manner.
2. Teaching and assessing learners on sexual assault medical-forensic history and physical examinations.
3. Providing feedback based on student interactions.
4. Maintaining hygiene and being free from active sexually transmitted infections.
5. Adapting scenarios based on training needs and preserving learning opportunities for students.

Place of Performance
Services will be performed at various Military Treatment Facilities (MTFs) located in both the European Command (EUCOM) and the Indo-Pacific Command (IPACOM).
