This notice is intended to advise you the United States Probation & Pretrial Services for the District of Alaska is currently soliciting for outpatient substance abuse treatment vendors to provide services in this catchment area of the state. In general, these services include psychosexual evaluation and reporting; individual and group sex offender treatment /counseling; and specialized individual and group treatment for pretrial defendants charged with a sex offense.

Background
The United States Probation & Pretrial Services Office for the District of Alaska is soliciting proposals for outpatient substance abuse treatment vendors to provide services in Fairbanks, Alaska. The goal of this contract is to support federal defendants and offenders who are subject to court-ordered assessments and treatment, particularly those charged with sex offenses. This initiative aims to ensure that these individuals receive appropriate psychological evaluations and counseling services as part of their rehabilitation process.

Work Details
The contractor will provide the following services:
1. **Sex Offense Evaluation and Report (Project Code 5012)**: A comprehensive evaluation to assess risk factors and formulate a treatment plan, completed within 30 business days of referral. A typed report must be submitted within 10 business days after completion.

2. **Individual Counseling (Project Code 6012)**: Provide individual counseling sessions for post-conviction sex offenders, with an estimated monthly quantity of 12 sessions.

3. **Group Counseling (Project Code 6022)**: Facilitate group counseling sessions for post-conviction offenders, with an estimated monthly quantity of 50 sessions.

4. **Specialized Treatment for Pretrial Defendants Charged with a Sex Offense**: This includes individual and group specialized treatment interventions designed to help pre-adjudicated individuals develop healthy coping skills and cognitive behavioral strategies.

5. **Treatment Plans**: Develop comprehensive treatment plans at the onset of treatment and every 90 days thereafter, detailing individualized goals, intervention strategies, and criteria for treatment completion.

6. **Monitoring and Reporting**: Participate in case staffing conferences every 30 to 90 days as required, maintain secure records for all defendants under supervision, and notify the USPO/USPSO of any concerning behaviors or incidents related to the defendants.

Period of Performance
The contract will commence on October 1, 2024, and run through September 30, 2025, with options to extend for up to four additional years in one-year increments at the discretion of the Judiciary.

Services will be performed in Fairbanks, Alaska.
