Sewer Services

Background
The U.S. Army Contracting Command — Rock Island (ACC-RI) is issuing a Class Justification and Approval for Other than Full and Open Competition for the provision of sewer services at the Military Ocean Terminal Concord (MOTCO), located in Northern California. The mission of this contract is to ensure the availability of potable water and sanitary sewer services, which are critical for the operational capacity of the base.

Work Details
The contract encompasses the following services:

1. Provision of potable water services compliant with regulations set forth by the California Utilities Commission.

2. Provision of sanitary sewer services, which includes both tidal and inland areas. These utility services are essential for maintaining operations at full capacity at MOTCO, which plays a significant role in supply and distribution responsibilities managed by the Army's Surface Deployment and Distribution Command (SDDC). The contract will include three firm-fixed-price contracts with specified contractors.

Period of Performance
The period of performance for all three contracts will begin upon signature approval and will consist of a base year followed by four evaluated one-year options, spanning from October 1, 2019, to September 30, 2024, with additional options extending through September 30, 2030.
