This is a Pre-solicitation Synopsis Notice for Systems Engineering and Technical Assistance (SETA) services in support of the Program Manager Special Programs (PMSP). The effort will be procured by the Army Contracting Command, Aberdeen Proving Ground, Natick Division.

FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS must be submitted in writing via email to the Contract Specialist as noted above.

1. CONTRACT INFORMATION:

The Natick Division intends to award a firm fixed priced, single award IDIQ for SETA services.

Solicitation W911QY-21-R-0014.
The estimated ceiling for this contract is $95M over five years.
This effort will be a Total Small Business set-aside.

Place of Performance: Multiple (CONUS and OCONUS)
The estimated duration is an Ordering Period of 5 years (60 months). The Government reserves the right to award a contract for a lesser duration than stated herein.

2. PROJECT INFORMATION:

The Contractor shall provide SETA Support Services as outlined in the Performance Work Statement (PWS). This effort had released a Draft Request for Proposals (DRFP) on Thursday, 17 December 2020 that can be found on the System for Award Management (SAM) under this Solicitiation Number as a Special Notice (or Link: https://beta.sam.gov/opp/16786ec458c947aa8294fe7248d2adfe/view ). Potential Offerors are encouraged to review the draft posting for details on the requirement.

3. SUBMISSION INFORMATION:

The estimated solicitation issue date for solicitation W911QY-21-R-0014 is on or about 8 February 2021. Proposals are anticipated to be due approximately 30 days from issuance of the solicitation.

The North American Industrial Classification System (NAICS) code applicable to this project is NAICS code Engineering Services, 541330, Exception 4 for Military and Aerospace Equipment and Military Weapons." The Small Business Size Standard is $41.5 Million.
