This solicitation N0018926RD009 is a re-compete of Systems Engineering Technical Assistance (SETA) support to the Joint Integrated Air and Missile Defense Organization (JIAMDO) of the Joint Staff, J8 in the Pentagon, Washington, DC. Integrated Air and Missile Defense (IAMD) is the capability to detect, classify, intercept, and destroy or negate the effectiveness of enemy aircraft and missiles prior to launch or while in flight to protect the U.S., deployed forces, our friends, Allies, selected assets, and population centers. The contractor shall serve as a subject matter expert in the mission area of IAMD and provide advice to the Government based on that expertise.

The acquisition is to be procured through full and open competition under the Seaport NxG MAC N0017819D7693 and only MAC holders may submit a quote. Please see the attached soliciation N0018926RD009 for more information.

N00189-26-R-D009 Amendment 0001 Summary of Changes

The purpose of amendment 0001 is to provide the answers to questions, incorporate clauses and extend the due date of Step Two Responses to Thursday, 28 May 2026 at 5:00 PM EST (Philadelphia, PA).

1. FAR 52.222-90, FAR 52.222-51, FAR 52.222-53, FAR 52.204-7, FAR 52.204-13, FAR 52.204-91 and DFARS 252.225-7039 are added.

2. FAR Clause 52.204-2 is replaced with 52.240-92 and FAR Clause 52.204-21 is replaced with 52.240-93.

3. Step Two close dated is extended to Thursday, 28 May 2026.

4. All references to FAR 52.222-46 Evaluation of Compensation for Professional Employees removed.

5. Included the heading Volume II Cost/Price after Section (b) Past Performance in section L.

6. Quality Assurance Surveillance Plan (QASP) and Contract Administration Plan (CAP) added to list of attachments in section J.

7. Provided answers to questions from Industry.

Background
This solicitation N0018926RD009 is a re-compete of Systems Engineering Technical Assistance (SETA) support to the Joint Integrated Air and Missile Defense Organization (JIAMDO) of the Joint Staff, J8 in the Pentagon, Washington, DC.

The mission of JIAMDO is to provide integrated air and missile defense capabilities to protect the U.S., deployed forces, allies, and population centers. The contractor will serve as a subject matter expert in IAMD and provide advice based on that expertise.

Work Details
The contractor shall perform the following tasks:
1. Serve as a subject matter expert in IAMD areas including ballistic missile defense, cruise missile defense, hypersonic missile defense, counter UAS, and more.
2. Prepare briefings and documentation for senior-level audiences.
3. Advise on spending of JIAMDO funds and assist with execution of funds.
4. Represent JIAMDO in engagements with external organizations.
5. Support efforts across branches and divisions within JIAMDO.
6. Maintain awareness of relevant IAMD programs through meetings and conferences.
7. Develop project schedules for major analytic tasks and ensure timely communication of milestones.

Period of Performance
The contract will be performed over a period starting from the award date with an estimated level of effort based on approximately 59,200 manhours for the initial phase, potentially increasing to 343,360 hours if all options are exercised.

Place of Performance
The contract will be performed at the Pentagon, Washington D.C.
