Background
The Department of Homeland Security Science and Technology Directorate (DHS S&T) is modifying an existing task order to provide continued Systems Engineering and Technical Assistance (SETA) support for Artificial Intelligence/Machine Learning (AI/ML) efforts under the Screening at Speed Program. This modification aims to prevent a service gap while finalizing the recompete of support needs and acquisition planning.

Work Details
The required services include technical and management support around AI/ML efforts, which encompass: subject matter expertise, project and algorithm evaluation, and certification readiness support. The work is crucial for collaboration with the Transportation Security Administration (TSA) to enhance security at airports and other venues, particularly for significant events like the World Cup and Summer Olympics.

Deliverables include essential tools, data, and analyses of security screening systems throughout various developmental stages, including prototypes undergoing rigorous testing. Without this extension, progress on delivering these tools and analyses would cease, necessitating extensive rework and delays.

Period of Performance
The period of performance for this extension is nine months, continuing through March 2, 2027.

Place of Performance
The contract will be performed in locations relevant to TSA operations, including airports and venues hosting major events.

Bidder Requirements
The contractor must possess unique qualifications that justify the use of other than full and open competition. Specifically, Noblis is currently supporting this task order and has demonstrated expertise in algorithm training, validation, testing, operational support for TSA security applications, and holds necessary DHS fitness clearances with many personnel having Top Secret or higher clearances.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, as Noblis is currently the awardee on the existing DHS S&T Screening at Speed AI/ML SETA task order (70RSAT19D00000003-70RSAT23FR0000088) valued at $5,906,107 with performance continuing through March 2, 2027. The prior work description—SETA support for Screening at Speed AI/ML efforts—aligns closely with the extension’s continued technical and management support for AI/ML activities, including subject matter expertise, project/algorithm evaluation, and certification readiness. The modification language indicates the extension is intended to prevent a service gap and continue ongoing development and testing of AI/ML-related security screening tools.
