Background
The Embassy of the United States in Paris, France, is seeking to award a contract for cooking services to support one of its agencies. The goal is to provide high-quality culinary services for the embassy staff and guests. The contract will be awarded based on the lowest priced technically acceptable offer from a responsible contractor.

Work Details
The contractor will be responsible for providing all cooking services as outlined in the Performance Work Statement (PWS). Key performance objectives include:
1. Performing all required services with no more than one customer complaint received per month.
2. The Contractor must ensure that all services meet the standards set forth in the PWS, which includes quality assurance and surveillance measures to monitor performance.
3. The Contractor must address any complaints documented by the Contracting Officer's Representative (COR) and take corrective action as necessary.

Period of Performance
The contract will be for one base year with an option for one additional year.

Paris, France.

Bidder Requirements
Bidders must meet several requirements to qualify for this contract:
1. Must have a Cook or Supervisor who can understand written and spoken English.
2. Must operate an established business with a permanent physical address and telephone listing in Paris, France.
3. Must demonstrate prior experience in providing cooking services with suitable references over the past two years.
4. Must have necessary personnel, equipment, and financial resources available to perform the work.
5. Must possess all licenses and permits required by local law, including a Tax Regularity certificate (“URSAFF”).
6. Must meet local insurance requirements, including a certificate of insurance covering cooking services.
