Background
The Bureau of Medicine and Surgery (BUMED) is responsible for ensuring timely transfer of Service Treatment Records (STRs) to the Department of Veterans Affairs (VA) to support Navy veterans in filing claims. This contract aims to digitize Navy members' paper-based STRs into the Healthcare Artifact and Information Management Solution (HAIMS), facilitating rapid access to medical documentation for VA claims processing.

Work Details
The contractor will provide services for receiving, inventorying, processing, tracking, and final disposition of STRs, including dental records and loose late flowing (LLF) medical documentation for Navy Service Members who have separated or retired from the Total Force. Specific tasks include:

1. Conversion services of paper STRs and Electronic Health Record (EHR) documents;
2. Generation of DD 2963 forms;
3. Conversion of LLF documents to electronic images;
4. Document preparation including validation of scanning, indexing, reassembly of folders;
5. Delivery confirmation of images in a searchable electronic format to the HAIMS repository system.

The contractor must hold a current ISO 9001:2015 Certification for digitization services and ensure compliance with various DoD directives and standards related to privacy, cybersecurity, and information management.

Place of Performance
The primary place of performance is expected to be at facilities compliant with National Archives Records Administration (NARA) standards within approximately 50 miles of the Navy Medicine Records Activity located at 1222 Spruce Street, Room 9.308, St. Louis, MO 63103.
