Amendment 004 - This amendment extends the Request for Quotes due date to Thursday, September 6th, 2023 by 4:00 PM pacific time. Reduction in acres for Mandatory Items 8 through 10, replaces Attachment 9 - Road Design References +R5 Rd Mtc. Specs with A004 Attachment 9 - Road Design References +Mtc. Specs_Revised, Amended Contract Area Maps to reflect Schedule of Item acre changes.

Amendment 003 - This amendment updates Treatment Area 3 (Campoodle/Smoothwire) Period of Performance date schedule. Original Items 18 and 19 have been replaced with Items 20 and 21.

Amendment 002 - Language added to Solicitation Notes Section describing requirements for Bid Guarantee and Performance/Payment Bond for re-construction Optional Items. Removed Clauses: FAR 52.228-1 BID GUARANTEE (SEP 1996) (DEVIATION MAY 2020), FAR 52.228.17 Individual Surety Pledge of Assets(BID GUARANTEE) (Feb 2021)

Amendment 001 - Project area spatial data has been added as attachment 25 in the form of a zip folder including a gdb file.

*This is a Request for Quotes - all attachments are Final Solicitation documents. Request for Quotes are due September 1st, 2023, by 4:00 PM Pacific Time.

Site Visit: A Site Visit has been scheduled for Wednesday, August 2nd, 2023, with a meeting time of 9:00 AM PT, at the Summit Ranger Station in Pinecrest, CA. This will be a time for prospective contractors to view the contract area and become familiar with the requirements.

BACKGROUND: The Seral G-Z Stewardship IRSC shall be awarded under the following authority:

Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014 Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.

NAICS: 115310: Support Services for Forestry, size standard: 34M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.

PROJECT LOCATION:

The project is located approximately 12 miles northwest of community of Pinecrest, CA off Highway 108 and Beardsley Road. It extends to both sides of Beardsley Reservoir up to the Calaveras Ranger District boundary. It is bounded my Beardsley Rd (5N02) to the south, Highway 108 to the east, Cascade Creek to the north, and the Summit Ranger District boundary to the west.

Legal description is: T4N, R16E, Sec 23-13. T4N, R17E, Sec 1-18 & 19-20. T4N, R18E, Sec 4-9 & 17-19. T5N, R17E, Sec 1-3, 10-15, 22-27, & 32-35. T5N, R18E, Sec 18-21 & 28-33. MDBM.

PERIOD OF PERFORMANCE: All work shall be completed by November 30, 2029

DESCRIPTION OF WORK:

The intent of the project is to dramatically increase the pace and scale of forest restoration treatment to mitigate risk of catastrophic wildfire. The project will obtain forestry and logging related services to implement a large-scale landscape treatment. The objective of this project is:

• For the contractor to complete the end-results from planned treatment handoff through final completion of the project including removal of forest products and other on-the-ground service work.
• Contractor shall complete required resource survey work in each treatment area prior to completing on-the-ground timber/product removal and service work.
• After the initial resource survey marking and flagging has been accepted and approved, contractors will then:
  • Layout and mark boundaries for timber/product removal, including marking of designated openings.
  • Complete timber cruises for each treatment area.
• Upon acceptance and approval of layout and timber cruising Forest Service will appraise included sawtimber to determine contractors bid premium for included timber/product prior to exercising the optional item for on-the-ground timber/product removal.

ESTIMATED TIMBER VOLUME AND SPECIES COMPOSITION IS AS FOLLOWS:

Total timber quantities and treatment acres are unknown and shown as estimated gross quantity. Completion and acceptance of Items 6 and 7 will determine true needed quantities for all other Items. The use of Stepladder Pricing enables the Government to establish Firm-Fixed Pricing at time of award for all Items based on differing complexity.

Awarded contract will be a commercial services contract with requirements for timber removal.

The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract.
