Septic Tank/Vault Toilet Pump Outs

Background
The National Park Service (NPS) is seeking contractors to provide sanitation services for the pumping, transportation, and disposal of wastewater and sludge from septic tanks and vault toilets at Big Cypress National Preserve. The goal of this contract is to ensure compliance with federal, state, and local regulations while maintaining the environmental integrity of the park.

Work Details
The contractor shall provide all labor, equipment, materials, tools, vehicles, and supervision necessary to perform pump-outs, transport collected waste to an approved treatment facility, and complete required documentation. Services include:
- Emergency response within 12 hours of government request.
- Pre-scheduled pump-outs performed in accordance with applicable regulations.
- Routine pump-out of septic/vault systems (minimum 5,000 gallons per event).
- Additional pumping beyond the minimum threshold.
- Disposal fees for treatment facility disposal.
- Mobilization/demobilization costs for travel to remote locations.
- Spill response/cleanup if required.

Period of Performance
Base Year: September 23, 2026 – September 22, 2027; Option Year 1: September 23, 2027 – September 22, 2028; Option Year 2: September 23, 2028 – September 22, 2029; Option Year 3: September 23, 2029 – September 22, 2030; Option Year 4: September 23, 2030 – September 22, 2031.

Place of Performance
Big Cypress National Preserve locations as identified in Section J and Attachment.

Bidder Requirements
This solicitation is a Total Small Business Set Aside. Contractors must have experience in sanitation services related to wastewater management and possess necessary licenses and certifications for handling hazardous materials.

Incumbent Analysis (see Incumbents section for more detail)
The prior contract 140P5225P0057 awarded to Federal Government Contractors for “SEPTIC TANK/VAULT TOILET PUMP OUTS FOR BIG CYPRESS NATIONAL PRESERVE” (value $7,500; 07/11/25–03/03/26) appears to be a confirmed incumbent effort for the same type of sanitation service at the same location. The current requirement similarly calls for pumping out septic tanks and vault toilets, transporting wastewater/sludge to an approved treatment facility, and completing related documentation, which suggests continuity of the same operational need.
