Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number is 20270PR250000069 and is issued as a Request for Quotation (RFQ) to establish a four (4) year, firm-fixed price, Blanket Purchase Agreement (BPA), not to exceed $150,000.00.

The solicitation document and incorporated provisions and clauses are those in effect through FAC 2025-03 Effective 01/17/2025.

This acquisition is being solicited as a total small business set aside. The NAICS Code is 562991 with a small business size standard of $9M per annum.

US Coast Guard has a requirement to establish a Blanket Purchase Agreement (BPA) for the seasonal maintenance of sewage tanks and grease traps at Cordova, Alaska, and disposal in accordance with all local, state, and federal environmental considerations, in accordance with the Statement of Work dated April 16, 2025. The period of performance for this BPA is from May 1, 2025, through April 30, 2029. Service Contract Labor Standards are applicable to this requirement. Wage Determination 2015-5687, Revision 24 is attached.

FAR 52.212-1 and addenda to FAR 52.212-1 apply to this acquisition. FAR 52.212-2 applies to this acquisition. Evaluation criteria is lowest price technically acceptable, in accordance with the attachment. To be considered technically acceptable, vendor must demonstrate current capability and resources to complete the requirement in Cordova, Alaska, and a completed firm-fixed price list (see Attachment 2).

A complete copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services, must be completed in SAM.gov at the time of quote submission.

FAR 52.212-4 and addenda to FAR 52.212-4 apply to this acquisition. FAR 52.212-5 applies to this acquisition. Specific clauses applicable to this acquisition can be found within the proposed BPA attachment.

Where FAR clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to, the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.

Quotes are due by April 28, 2025, at 1:00 p.m., Alaska time, Robbin Kessler at robbin.m.kessler@uscg.mil to be considered for award. If it is in the best interest of the government, quotes submitted after the due date may be accepted. Quotes shall remain valid for 30 days unless otherwise expressly stated on the quote. Quotes shall list two points of contact for the offeror, including name, phone number, and email address.

All contractual and technical questions must be in writing. Questions must be received by April 21, 2025, 1:00 p.m. Alaska time, to Robbin Kessler at robbin.m.kessler@uscg.mil Telephone questions will not be accepted.

Background
The United States Coast Guard (USCG) is seeking to establish a Blanket Purchase Agreement (BPA) for seasonal maintenance services related to sewage tanks and grease traps at the USCG Aviation Support Facility in Cordova, Alaska. The goal of this contract is to ensure proper hygiene and sanitation of the facilities, which is essential for their operational effectiveness.

Work Details
The contractor will provide all necessary labor, equipment, materials, and transportation to perform the following tasks:
- Clean and maintain two sewage tanks located at the barracks and hangar.
- Clean the galley grease trap as directed by US Coast Guard personnel.
- Specific services include:
- Transporting and washing wastewater.
- Pumping and cleaning septic tanks.
- Performing all required maintenance by November 30 of each calendar year.
- Cleaning the grease trap as directed, also due by November 30 each year.
- The contractor must be available for unplanned or emergency maintenance services with a response time of within 12 hours for emergencies and 36 hours for unplanned maintenance.

Period of Performance
The period of performance for this BPA is from May 1, 2025, through April 30, 2029.

Place of Performance
The contract will be performed at the USCG Aviation Support Facility (AVSUPFAC) in Cordova, Alaska.
